Steel is an agent of the British Secret Service. During 2065, he was one of the service's top agents, working directly for the organisation's mysterious chief.

After the head of the service received a personally addressed letter (something unusual, considering his identity was not publicly known) explaining the existence of an invisible ray torch, Steel was dispatched in order to investigate it, as the device had many security implications if it fell into the wrong hands. Steel started his investigation by visiting Lady Penelope Creighton-Ward, who the letter said was in possession of it. Arriving at Creighton-Ward Mansion, Steel posed as a salesman selling the latest Universal Cookbook in order to gain entry into the mansion, although his original plan was led somewhat astray after Penelope revealed she supposedly had every cookbook ever published. Adapting, he managed to get invited into manor's drawing room for tea, where he glanced the ray torch lying on a table. As Lady Penelope was organising the tea, Steel took the opportunity to pocket the torch without her noticing. However, as Steel was leaving, Lady Penelope's butler Parker picked his pockets and discovered the ray inside, and stole it back without Steel realising.

Returning to headquarters without the torch, Steel was then instructed to arrest Penelope and bring her in for questioning. However, Penelope insisted that Steel had been successful in taking the torch, so much so that suspicion began to fall on Steel for hiding the torch elsewhere instead. After Lady Penelope was let go, Steel himself was put under the spotlight for betraying MI.5, but after an entire night's interrogation he was deemed to be telling the truth, and that Lady Penelope had indeed been lying.

Steel was later part of the group that interrogated the Hood after he was left, unconscious, on their headquarters' front step. Although the villain never spoke, they were able to identify him and organise his deportation back to Malaya.

Steel appeared in the Lady Penelope comic story The Vanishing Ray. For the story's audio adaptation, Steel was voiced by Joe Jameson.
