Soltan was a greedy criminal who wished to become the richest person not just on Earth, but in the entire Solar System. They operated a giant space mirror in the Earth's orbit, which was capable of reflecting highly concentrated rays of sunlight down towards the planet's surface.

After using the ray on a section of the Atlantic Ocean near Antarctica - perhaps inadvertently almost boiling the crew of the Palmerston alive, if it wasn't for International Rescue coming to their aid - Soltan and their gang noticed that John Tracy in Thunderbird 5 had tracked the location of the space mirror, and quickly redirected the mirror towards Thunderbird 5 in order to distract and eventually kidnap its space monitor. However, Jeff Tracy had seen that something had happened to John, and sent Alan in Thunderbird 3 to investigate further.

After arriving at a deserted Thunderbird 5, Alan was able to find the location of the space mirror and was on his way to it, dodging the mirror's rays as Soltan tried to disable the rocket. However, as Thunderbird 3 arrived at the mirror, Soltan was able to order a direct attack on the rocket, damaging the ship's engines with missiles and using arrester cables to physically lock onto Thunderbird 3 and drag it in.

Now Soltan had both Alan and John captured, they revealed their plan to rob the World Government's gold reserves, located under a frozen Lake Geneva in Switzerland, by boiling off the ice covering it. Soltan promptly departed the mirror and headed for Europe, leaving Alan and John under the watch of the henchmen still onboard.

With the ice having evaporated, Soltan was able to make it inside the vault with the aid of a burrowing vehicle, which meant they were able to escape in any direction after they had finished the robbery in order to avoid capture. However, back on the space mirror, Alan and John had managed to overpower their captors and sent the ray back towards the lake, which directly struck the vault and killed Soltan.

Soltan appeared in The Space Mirror, a Thunderbirds TV Century 21 comic story. For the character's appearance in Fire and Fury, Soltan was voiced by Genevieve Gaunt.

Another villain, Parthal also caused devastation for his own greedy ambitions. The two criminals even bear a remarkable resemblance.
