Operator Power is a character from Ricochet. He was the supervisor of a computer-aided rocket launch from Sentinel Base. During the launch of Telsat 4, the upper and lower parts of the rocket fail to detach and Power is ordered to detonate it in space. Unfortunately it detonates in close proximity of the KLA pirate satellite.
