Mrs. Baker is the owner of Oxy-Baker, a company which owns, operates and maintains a number of atmospheric scrubbers which clear pollution from the atmosphere of Earth. Though her company has quite an extensive bureaucracy and even larger rule book, Mrs. Baker herself is quite reasonable as she specifically made the number one rule waiver all other standing rules in the event of an emergency which obeying the rules would get in the way of. She is mentioned several times throughout the episode by Light-Fingered Fred, operator of one of the scrubbers, as being very strict about rules and unhappy about International Rescue violating them, but when she finally shows up at the end, it is a very different story. Accompanied by two security men, she sternly informs Fred that she will not be punishing International Rescue but instead giving them her very sincere thanks. Him, on the other hand, she tears into for his obstructive rule adherence costing her a scrubber, nearly killing two workers and not only causing the incident in the first place by refusing to let them get their job done early but needlessly complicating the rescue by refusing to cooperate with the number one rule, following which she fires him and has him thrown out.
