"Light-Fingered" Fred is a professional thief and expert pickpocket who used to be Parker's partner in crime before deciding to reform, whereupon he found a job at Oxy-Baker as the operator of Horizon Scrubber no. 1-1-4. He took immense pride in his job and his perfect record, obsessively following the company rules and standard operating procedures to the letter with absolutely no exceptions, coming off as standoffish and generally, just a prick for quoting rules at least once in every three sentences he made while on the job.

Despite operating strictly by the book and his vast knowledge of company rules and regulations, he ironically forgot the very first rule in the first page of the manual: Any of the rules in this book can be dismissed and forgotten in any emergency where loss of human life might result.

His adamant refusal to cooperate with International Rescue caused the rescue of two maintenance workers in the scrubber to be unnecessarily difficult, and indirectly resulted in the loss of the entire scrubber unit. Fred's one and only negligence proved to be a critical one and it cost him his job. As he was seen pickpocketing wallet of one of the security guards, it seemed that he returned to the world of crime.

In Getaway, Fred called his old friend Parker for help, however this turned out to be a ruse as he and his accomplice, Gomez, stole FAB 1 and used it as a getaway car. Lady Penelope Creighton-Ward and Parker set off in pursuit inside a KAB 9000 through the London Underground. However, Fred and Gomez did not count on Sherbet, who made complicated the crooks' escape. Eventually, the thieves were cornered and handed over to the Global Defence Force.
