Mr. Kyrano is the brother of "the Hood" and father of Kayo. He was a close friend of Colonel Tracy, and was so devastated after his accident that he retired from International Rescue.
After the news that Jeff might still be alive, Kayo thought her father would be overjoyed at the news, and that he might even come out of retirement.[1]
As the brother of the Hood, Kyrano assumedly didn't have a good relationship with him - which might explain why he allowed Jeff to have guardianship over his daughter and not his brother.
