Prior to Thunderbirds, Foley worked as an uncredited clapper loader on The Steel Bayonet (1957). He also had a photography-related role on Sauna Bath Girls (1961). He is not known to have worked on any other productions within the film industry.
For the Thunderbirds season 1 episode Vault of Death, Foley told director David Elliott that they needed a "dead ticket inspector" for the London Underground sequence. Whilst Foley meant this as a joke, some of the production team, including Elliott, actually looked for a skeleton (previously made for The Uninvited) to portray the ticket inspector. However, the skeleton could not be found.
