Hover Packs are similar to the Low-altitude Escape Harness, in that both devices are used by International Rescue for emergency-escape situations. The Hover Packs, though, are more sophisticated and more powerful by design, and are worn by IR personnel in close-in, high-risk venues, where the use of even a Hover Bike is impractical.
Hover Packs are crucial to the episode Path of Destruction, in that they enable Virgil Tracy and Brains to access, shut down - and, just in time, safely escape from - the runaway forest-cutting behemoth Crablogger.
Hot Pursuit...[]
After Thunderbirds 1 and 2 arrive at Crablogger's base-control center, the Mobile Crane rolls out of Thunderbird 2's pod; and, with Scott Tracy driving, he, Virgil and Brains take off at top-speed to intercept Crablogger. As they finally overtake it, Scott uses the crane to lift Virgil and Brains - both now wearing Hover Packs - up to the roof of Crablogger's control cabin...

Draining Crablogger's Superon fuel
Crablogger's finally been halted, but the danger isn't over - it's stopped on a dangerously-unstable rock ledge, and its volatile Superon fuel must still be drained. Scott returns in a Superon Tanker Truck; and as Virgil and Brains attach the fuel hoses, tense moments tick away as the cliff below them continues to disintegrate...
As the last of the fuel drains away, time runs out - and Virgil and Brains use their Hover Packs to jump to safety...as both the cliff and Crablogger literally fall away from beneath them...
