Commander Shore is the commander at the World Aquanaut Security Patrol's Marineville tower, where he works alongside his daughter Atlanta. Shore requires the use of a hover-chair in order to move around.
In A Trip to England, a story set in 2066, he dispatches the Stingray submarine - with its crew of Troy Tempest, Phones and Marina - to England in order to commemorate the 1000th anniversary of the Battle of Hastings. Also on the submarine are a television crew led by Rudolph Cass, in order to document the occasion - however, unknown to everyone else on board, Rudolph is the Hood in disguise.
Shore watches as "Rudolph" secretly sabotages Stingray while broadcasting live on television, and radios the vessel demanding to know what's going on, noting that it's harmful to the W.A.S.P's image. After the Hood reveals himself and is subsequently overpowered, Troy radios Shore and reports that he believes the Hood is onboard, and transmits a live camera feed of the containment field the criminal is confined to. Confirming it is indeed the Hood, Shore relays the news that because he is wanted in "just about every country in the world", he has to be handed over to the British police, as per World Government protocol.

Shore later sits in on a meeting of the World Security Council in The Trapped Spy that was convened after Universal Secret Service agent 39 became trapped in the unfriendly country Bereznik. Shore notes that only one organisation can reach 39 before the Bereznik troops find him - International Rescue.

- Commander Samuel Shore originated from the AP Films television series Stingray, the production that preceded Thunderbirds. He was originally voiced by Ray Barrett, and in Anderson Entertainment's 2021 audio series Nicholas Briggs would take over the role, which he would reprise for Shore's brief cameo in Danger and Deception.
- A version of Shore is mentioned A21 April Fools' story First on the Scene!, where he is stated to work for Spectrum and commandeer the Stingray vessel.
