Chief Carter is the fire chief of the Anasta Forest Patrol, who summoned International Rescue when she and her team received the distress call from two Rescue Scouts trapped inside the Crablogger.
Whilst her team fought the fire away from a nearby town, Carter gave Virgil Tracy advice to use Thunderbird 2 to carry water from a disused dam to dampen the flames. But, when the forest fire became too much even for International Rescue, Carter informed Virgil that, since the dam should've being demolished years ago, they can blow it up to put out the forest fire.
Later, she informed John Tracy aboard Thunderbird 5 that the forest fire was actually natural causes.
Chief Carter was voiced by Tanya Moodie, and appeared in Firebreak.
