The Chaos Crew's Base is the secret headquarters of The Hood and the Chaos Crew, which was introduced in Chaos Part 1.
From their base, the Hood was able to keep himself hidden from International Rescue and the Global Defence Force, whilst he gave out orders to Havoc and Fuse. The Chaos Crew's mobile headquarters, the Chaos Cruiser is housed here between missions.
However, throughout Season 3, only the control room interior of the base was shown. So, therefore, it's unknown what the base itself actually looked like. Also, the actual location of the base remains mysterious.
